Technically, yes.

All it does is add to your power though.

 

It could also be used as an area of effect type card. Hitting all enemies for a lower set damage.

Sounds good to me. But if it were a Yu-Gi-Oh card, it would be limited to one. 'cause, that effect seems too useful. It needs a cost of some sort.

It's still too powerful. Just imagine a powerful creature is on the field. Then the Pastry Storm makes it get reshuffled. At least a small payment must be made. It's only fair.

Well, depends on what game youre referencing. Magic has multiple play-field wiping cards in one deck alone. That could be a lot in one game.

Like that jackass said there above, MTG is full of cards that just win you the game should they enter play.

The new expansion has like 7 cards that have the variable "You win the Game" attached to them. It used to be immensely rare of an ability and you needed to Combo cards to win.

Now some cards just sit there and win you the game.
