Pff, idk what "perfect" moveset you're speaking of, but yes, EV training is a thing that needs to be done.

 

There's also the way each one is specced. A Prankster Meowstic prolly won't do much in the way of damage, but it'll be sure to inflict some sort of status. a full damage one may be able to one shot assuming that Sucker Punch doesn't one shot it first, which, is also based on whether or not that Bannette is specced for damage or to be bulky instead. Then there's the problem of figuring out what item the other one is holding. Some able to drastically change how it'll go all together.

 

Meta wise, I think Bannette should be able to win just due to how both of them are normally ran within it. That being, Meowstic specced for Prankster afflictions and not damage. I wouldn't use one for that kind of a fight though, so it would go a little bit differently. Regardless, its not from the simple advantage of: Ghost vs Psychic. It's rarely ever that simple.
