When I first changed my name, I just asked Feld0 to change my username. I'm fairly positive that if a famous person by the name of weyland registered, Feld0 would not move or change your account because your actually a member of the site. Also if you look in the board rules, "Due to popular demand, we have a special policy regarding the use of canon and fanon usernames. If you cannot register a name, it is either already taken or reserved by the administration. If you do manage to register one of these names, the administration reserves the right to take it away from you. Should this happen, you will be given an alternate name of our choosing and contacted via email regarding the name change.". So after all, I doubt the "imposter" even had his account banned. I bet she was just emailed and asked to change her name to whatever she wanted it to become. I'm also fairly certain that "weyland" is not a canon or fanon name.

Using a name like "Lady Gaga" on twitter would probably end up with you getting messaged that you need to change your name when it goes mainstream and Lady Gaga actually joins. Especially if you never did anything on twitter. No picture, no tweets or anything. If you were unresponsive, they would probably just manually change your name or remove you from the site. That's how I see it. You can't use somebody else's famous name and expect to be able to keep it over the actual famous person.
