Oh, how adorable! I especially love that strand in her mane! Super cute and could easily be a trademark of some kind... a sort of 'recognizable' look, I guess I could say and I have to say that I loved the way you've drawn this as well! She seems very interesting and unique but not overly done which is great! Rating? Well, as far as I can tell, I'd maybe give her an 8/10 from the bit of information that you've mentioned alone.  Of course, I'd love to learn/see more about her sometime! Nicely done!

Overall pretty good, couple of things:

-The left fontleg is a bit too thin where it connects with the body

-dark blue eyes will not look good with a white coat

-The upper part of the mane looks too busy, maybe simplify it to bring it in line with the tail and lower mane (keep the curly thing though, it looks neat)

 

All in all, I'd say 6,5/10

I fixed the lack of eye shine. You didn't want her eyes to be big black voids into nothing, did you? XD I was tracing exactly the picture, so don't blame me for any anatomical mishaps. I did notice that the front and foremost leg was pretty skinny, and the other front hoof had some inconsistency the way it crossed behind. The ear was also a bit small.

WOW, I like it, though itge mane is supposed to fade, but still I love it :D, and with the eyes, I do have troubles, I usually use graphite, and it's a pain to use sometimes and so It looks dark, also because of the camera...
