I think there's a book about Cadance becoming an alicorn and that she was a pegasus. I have read somewhere an interview of Lauren Faust saying that anypony can become an alicorn. But of course, as ponies have to create magic to get both wings and horn, it is "easier" for unicorns

Theoretically, anypony that is deserving of alicorn status can become an alicorn - at least, in my opinion. Cadence was supposedly a pegasus before, and Twilight was a unicorn before, so we know for certain that pegasi and unicorns can undergo the change. As for Earth ponies, well, there's been no instance of one of them turning into an alicorn. But if the other two races can change, then it's reasonable to assume that Earth ponies can be changed as well... right? I mean, it would be kind of silly if pegasi and unicorns can become alicorns, but not Earth ponies. And kind of discriminatory, too, if you think about it.

I don't think there are any rules against it and as other posters said, the current canon (from a book) is that Cadence was a Pegasus. But it would be really hard for an Earth pony to suddenly have wings and a horn.

But didn't one of your previous avatars show a very young Celestia as an earth pony?  I'll grant you that fanmade pic carries no canonical weight, but it did cause me to stop and think about it for a moment.

Yeah, let's ignore my old avatar. Anything is possible, but to become an alicorn you have to earn and show why you deserve to be an alicorn in the first place.

I believe from the stories of how Cadence became an alicorn does show that both earth or pegasi ponies can infact become alicorns based on understanding the fundementals of magic, in any shape or form. For cadence, not having magical powers of a unicorn did NOT mean she didn't understand the value of love in the book. When she basically understood the principal and power of love she became an alicorn.

 

Now if an earth pony were to discover a significance of power that revolves around what I believe is a key ingrident in the alicorn powers which is the understanding of Harmony, then they can become alicorns too. Friendship is part of harmony, as well as love, and the balance of the moon and the sun. What else place a positive effect in the power of Harmony?

I think it's only Unicorns because they can already use magic, so should be the only ones able to create 'new magic'.

 

I don't count Cadence because the book that claims she was a Pegasus formerly was very unreliable since

Trixie was still a villain after Twilight's ascension.

I think earth ponies and pegasi both can become alicorns because you don't necessarily need to have magical abilities to become one, I mean, we know that Cadence was originally a pegasus so she had to get used to the fact that she could now create magic. I think earth ponies work the same way, they just have to know what it takes to become an alicorn, like being a good leader, a good friend, and know what's wrong and right.

Any of the pony races can become Alicorns, but ponies don't start out as Alicorns.  Alicornhood is something that a pony earns, not something they're born with.  I think there's a line somewhere that implies that the pony in question creates their Alicornhood through their actions.  In Twilight's case, she reshaped a spell into a new type of magic to save her friends.  It is unclear whether that is the only way to achieve Alicornhood.  Given the very nature of Alicorns and what becoming one means, I would find it hard to believe that there is only one set way to do it.  Otherwise everyone and their mother could conceivably try to do this to become an Alicorn Princess.  So there's probably alot more to it than that.
