I'd do both the main 6 and Celestia. Mane 6 so they won't try and fight it, and Celestia so she won't try to motivate them to fight it. Celestia would be the ruler, and the mane 6 would be "the enforcers."

I would turn Luna back into Nightmare Moon and have Trixie compete with Nightmare Moon, but a more powerful Trixie who's learned more magic and is wearing the Alicorn Amulet, too. Nightmare Moon will be busy taking over Canterlot and defeating Celestia and the Mane 6 in a long battle, while Trixie takes over Ponyville with the Mane 6 away and expands her territory as fast as she can. After Nightmare Moon wins the battle against Celestia and the Mane 6, Queen Chrysalis comes back to Equestria with her Changelings and starts attacking, occupying areas in the northern part of Equestria while taking their time desperately feeding on the love of couples there. Nightmare Moon takes all the other areas Trixie and Chrysalis hasn't taken over yet.

 

This results in a very long war while I, Discord, watches in enjoyment, drinking glass and eating popcorn.

 

...I should really make a fanfic about this.
