Depends on how skilled the shifter, there's some wonder twin forms make me lol, they really portray beast boy in a way that's more reflective of his personality, because being realistic in half the forms he could take most of his opponents would be toast, but when if it is someone that can literally be anything, than yes, but often times shifters have very specific forms, like druids usually have "certain" things they can become and in lore this is actually reflective of being spiritually in tune with who they were in a past life, as if it still core to their soul, but just being able to literally be anyone or anything yeah I would say that probably is the top super power as it attributes both physical and psychological strengths and possibly other supernatural ones as well, it's not as if a changeling becomes an alicorn it can instantly use alicorn magic, it inherently doesn't have that ability, or else a single changeling would have just became Discord and ended the world from the get go lol
Shape shifting into not just other humans but animals would be ideal for surveillance and spying, but I like shifting more when an individual has specific forms they can become, bc yes if you could literally be anyone or anything you wanted manipulating world circumstances would be a breeze, but if you got caught up trying to take on multiple forms it might catch up with you since you can still only be one place at a time
