    An individual would try to get ahead of someone who's notoriously done bad just to keep established humanity safe. This antagonist has someone work with him in established enforcement, the antagonist uses an ally of the guy as a pawn to then accelerate the timetable, convince and corrupt everyone into an inner circle and establish the antagonist as being in charge of the law. That's not enough as the antagonist knows a contact that will bring down his corrupt establishment if the guy gets info. The antagonist rids the contact in cold blood and buries him underground. The guy and his allies race against time for another lead as the antagonist ties up loose ends. The new lead is secured, but things suddenly go south and it's all for nothing on the allies.
