As for the topic at hand, I'm gonna say Exeggutor. It's dang good in-game (though not in competitive play, unless you're playing in a lower tier), but everyone forgets it exists. Also worth mentioning are Grumpig, Foretress, and Jynx.

Exeggutor can Harvest now, and it can work as a bulky set in competitive.

 

Chatot, Slaking, Heatmor, Dunsparce, Lanturn all need more love.

Chikorita! The most underrated Johto starter! Her final evolution, Meganium, has decent bulk and good recovery moves. Meganium can make a good wall/team healer!

Now, holy shet! Bisharp can faint pretty easily, but I think it has a pretty nice type combo as well as some strong moves.

Chandallure - Ghostly light fixtures are a part of Japanese folklore they didn't just pull this out of their ass.

Vanilish - It's an ice elemental sprite that looks like an ice cream cone. It isn't ice cream.

Paras - Coconut Crab with parasitic mind control fungus. Points for originality.

It's so cute and so dumb looking. I love it so much.

 

Actually, many normal types are underrated. Delcatty, Stoutland, Purugly.

 

Vanilluxe. I had one on my main team in White. He was so kickass. I dunno why people hate it? Even his design is cool.

 

Flareon- Considered the worst eeveelution. But it was actually my favorite for a long time despite it having no fire moves.

 

Pelipper. I used to hate it until I used it in gen 6. It's actually a really good pokemon.

Spinda.  Another favorite of mine that people seem to hate just because he's gimmicky.  I think he's really cool and I plan on putting him in my team when I find a pattern I like.

I'm admittedly a Water-type trainer, but for me Chikorita is seriously unloved. As far as I'm concerned, Chikorita is one of the cutest (perhaps the cutest) starter behind maybe Bulbasaur and Charmander. Not to mention it evolves into an awesome looking sauropod who can take a hit and help out the team with some healing moves. Chikorita was the best thing about Generation 2 for me

He's not too bad stats-wise and he's pretty cool looking. I never hear too many people talking about him, though.
