Even if there were ponies who knew about her... exploits, "Hey, there's a pony who used to rip ponies' cutie marks off, maybe she knows a thing or two" wouldn't be much of a motivation to seek her out. 2 But of course, I could always be wrong, and I completely respect your opinion on the matter at hand too... Considering that pony spells tend to be studied like Science, I would think that they have specific rules that apply. Sort of like balancing an equation, something has to exist in the cutie marks place as it becomes inherent tied to their existence. A straight up removal spell would be crazy ass dangerous as we have seen before in continuity. Since Starlight didn't way ponies in such a state, she would have had to find a loophole to ensure she didn't remove a ponies magic. With a replacement cutie mark, Starlight balanced the equation. Starlight tampering with Cutie Marks (she can do that because reasons after all) has only result in problems and thus, I think she should refrain from doing that anymore. They didn't bring up Starlight, but Twilight specifically says that using magic to get cutie marks never works, so of course they wouldn't go to Starlight for a spell right after they agreed with her that they shouldn't use magic. And Starlight giving equal signs just seems like a side effect of removing the original. She only talked about it as a spell, singular and she never has to cast a second spell on the pony. So even that probably wouldn't even do anything to Gabby since she doesn't have a cutie mark to take away in the first place. Not to mention that spell hurts the reason why Gabby wanted a cutie mark, to give herself purpose. when all that spell does is limit and repress what you can do instead of highlighting a specific thing or goal. Just remember that none of the Mane 6 bothered to tell the other alicorns that a powerful unicorn tried to enslave that community and remove their cutie marks. Outside of that, her deeds good and bad aren't particularly well known. Gabby wasn't exactly just looking for an expert on cutie marks. She was looking for people that helped others AND could help her get a cutie mark. Starlight isn't exactly known for helping others, not yet anyways. I do not know why the show has her living in Ponyville when she is not allowed to interact with anypony. She could live in Crystal Empire and the season would be the same.
