Tiered - you CAN pay to play (and in my case, pay to not play) but you get more than half the skills and about a third of the quests (and about half the map area) in the free tier

Also found out that DXPW is this February. Yeah, I'm unprepared, but if I dont mind AFKing I could 99 mining and smithing.

or you could just stick with freeplay and get the 20 mill gold option once you rank up a bit. Not that the game isn't MUCH harder as a free player though.

I don't think even double xp would get me a cape. plus I can only vaguely remember where the mines are (although I at least have access to the tree and the guild)
