You can't force someone to talk to your OC, sometimes you just have to naturally let things happen, or set something up so it happens.

I just hadn't noticed it had started. What you gotta do is find a way to get all the characters together, it doesn't make sense for us to remain so separate in an RP longer than we need to..

Is this before or after the events of Skyrim? And if after, what's the state of the Civil War? And what happened to Paarthurnax? We could always also have a reestablished Blade Order contact us, and we are the means of ejecting the Thalmor from the Empire, and launching a war in Cyrodiilic favor. Just an idea. Let's take this back to the correct OOC, though, shall we?
