Photoshop works differently, Photoshop doesn't really do any "True" vector, what I do would be used the technical term "Vexel", which is basically just using rasters to create it, and I do it at high resolution. Illustrator would be true vector and you can resize them to whatever you wish without losing quality, I do mine high resolution to reduce loss of quality. In fact because mine are high resolution there really isn't any quality loss at all.
