Eeyup. It's basically another meme added onto the word "meme".

 

Kinda like how people say "dank weed" normally to mean whatever that means (I don't do weed nor really care for the act of it much, so I don't actually know any kind of terminology or sayings used to describe it or whatever), it's just been added onto some memes as an adjective of sorts.

I can say that I feel like Ive seen it added onto the mlg ones more often than not, but I can't be 100% sure on that.
