can't view massages or notifications

hey guys im here cos i cannot view the notifications and messages links on the top of the screen

 

 

 

 

in a recent post of the same nature it was said that i should clear my browser cache well i did that and it still wont work neither will zooming out in the browser 

 

im using Google chrome
