That's not chaotic. A circle is very uniform actually. 

 

Neither side going nowhere doesn't equal chaos, that's called stalemate, which is in many ways a great form of balance such as two kings on a chessboard. There's no fighting, because they can't fight. When the stalemate becomes perpetual (easily achieved) literally nothing happens.
