Dunban Is part of SHULK's Final Smash. Just like how Chrom isn't in the game but instead is in Robin's Final Smash, that means anything in Robin's Final Smash is considered part of Robin's Character, so even if his Final Smash has Chrom talking it's still part of Robin's Final Smash, which basically means that the answer would be Robin.
