Biologically comparing them to human races, Inkblot would technically be Franco-German, and Synapse would be Chinese.

I don't think, logically referring to MLP head-canon, that the ponies would ever call their place an "asylum" or "mental hospital", which is way too clinical and doesn't really match with the merry and lively Equestria they live in. 

 

At the most they might call it "rehabilitation center", use "half-homes" (partial homes for rehabilitation for the mentally ill while still giving the patients the support they need), and make their institution as colorful and happy as possible.

 

By the way, asylums aren't bad, though in the real life they were notorious for that up until the 40s for patient abuse, poor sanitation, poor hygiene, and the whole place still acting like a prison house, albeit being slightly better. In Equestria, they might make it look promisingly appealing and less scary.

 

And they've reformed some mental hospitals today. Most of them don't allow locked doors, usually to allow freedom to patients. Also, they try to replicate the real world, usually by giving educational, along with social, classes so they can find an occupation and solve their problems caused by their sickness.
