New Year's Eve UFOs

For the last couple of years, I've looked up to the sky on the stroke of 12 of the New Year and I've noticed that there is a "hovering flame" in the night sky. This has happened at least 2 times and multiple people at the party noticed it too. The first location I observed this was in Cd. Victoria, Mexico, and the other time I recall it was in Houston, Texas (so this isn't unique to one location). Anyone else have stories to tell?

Actually this is probably what I've been seeing...but it still baffles me why I'd see one in Mexico (where fewer people would do this):
