Not sure. I assume so. We could always start when we're ready, and he'll have time to join in, too. You can be the first to post of our group, if you want 

 

And no, Ragnar doesn't know Shinon (and he's a hippogriff, by the way, not a pony  ). I'll think up some reason for why he's in town, but if it's a town we're at, he'll be at the local bar/inn/other unsavory place (pretty much wherever there's alcohol and chems for sale).

Not exactly something that everypony knew. We could, in theory bend the rules and let it be there. 

 

When you make something like this, you have a lot of world-building you can create. If the whole place was "nuked" then you can restructure it to however you please...

That's all good and all, but you really should explain your character's reasoning on when they do something. (I mean In character, not in a OOC.) It gives your character more depth.

I was thinking of arming Ragnar with at least a combat knife, a revolver (.357 or .44, maybe?) and a caravan or double barrel shotgun for starters.

I have a question about your last post... Was Hazel, hallucinating, if not then that mare has some serious Fiend syndrome

Yeah, a Hunting Rifle or a non-modified Sniper Rifle would have been okay, but an Anti-Material Rifle or a Zebra Rifle would not. I can allow you to start with stronger weapons since we're all higher leveled now.

So is that a yes on the knife, revolver, and shotgun? Ragnar's versatile. He wouldn't really travel without at least a close-quarters weapon, a sidearm, and a main weapon.

Yeah, having a Anti-Material Rifle would probably be OP until late in the roleplay. Same with the Zebra Rifle.

Ah wait Runic and Daybreaks backstories were made for a diffirent fallout rp eh.

 

Not going to make a completely new bio for Daybreak since her past life isn't too important  but let just say a alicorn from The Unity arrived at the slave camp she was in (no not fillydelphia) and since the ponies fear alicorns. But when The Alicorn made a speech about Unity (unicorn) Daybreak desprately wanted to volunteer since she couldn't take being a slave anymore.

 

And ya know the rest.
