Is this by inspiration, or is this through plagiarization?

It's inspiration. There's nothing there that makes it plagiarisation(to my knowledge). Your character is based off EqG Pinkie, but is not her. The creation was inspired by EqG Pinkie. It would be plagiarisation, if you took the events of EqG and tried to pass them off as your own creation. But this certainly doesn't seem to be the case.

I really don't see how one's hair have to do with plagiarism, because plagiarism is that taking of someone else's work. This is a play I am guessing, judging by this here link you posted....and I think the play involves a character with pink hair. Not once has MLP been mentioned throughout this entire post, so you can't say that you based her on Equestria Girls Pinkie Pie automatically when there is no connection to MLP, rather than the assumption for the pink hair and say it's plagiarism.  >_<

In future posts and sometimes in those I had already posted, there are some references based on MLPFIM, or based on some elements from it, despite everything occuring differently. For instance, something like MLP does exist in that world in the blogs, sparking some kind of weird propaganda war involving different depictions of a pink-haired girl the main character is forced to act as.

Plagiarism is when you copy someone else's creative work. The story line does not seem similar to EqG. If you rewrote the events of the movie and passed it off as your own, that would be plagiarism. As long as you allow it to be known that you are basing your character off of Pinkie Pie, I think its fine.

Pretty much like the Party Girl NPC in Terraria, they made it clear that she's inspired by Pinkie, HELL, TWO OF HER POSSIBLE NAMES ARE TRIXIE AND SPARKLE

I would sometimes worry that my character, if published or famous, will one day be hated upon as a "rip-off of Pinkie Pie".

 

(But here's my character's traits: calm, disciplined, quiet, emotional (when provoked), fearful of her hair and mockery (but can get angry and violent when provoked), devoted to her native culture (which may look a bit Asian), soldierly, good at singing and dancing (but not baking), not-so-romantic.)
