It's basically a french sentence that means 'according to the menu' in, for example, a restaurant.

when you go to a restaurant, it means when you buy something by itself. So if you went to McDonalds and wanted just french fries without a drink and burger, you would be buying the fries a la carte

That's what I guessed, but I was wondering if it had a different, less obvious meaning in the US. Guess not
