Pony Ball Z is a parody of DragonBall Z, a very popular action anime. The pony fan art is scattered about but it's mostly fannon. Not much in the form of animation from what I seen but it's pretty interesting what ponies come up with.

If we're going with Celestia and Luna as Goku and Vegeta, respectively, then maybe Tirek is Piccolo and Scorpan is Kami. Gohan/Twilight can teach Tirek about the magic of friendship. Tirek and Piccolo also both have the ability to enlarge themselves (Piccolo at will in DB and Tirek as he grows stronger) and absorb energy/fuse.

 

Starswirl could be King Kai.

 

Though, I could see a much better argument for Tirek being Cell and Scorpan being Android 16.

 

Thinking about it now, it might also suit Discord to be Piccolo who did spend quality time with Twilight/Gohan and Fluttershy/Krillin (?) on Namek/in a couple episodes. I can't think of a good counterpart for him to represent the duality of good and evil/harmony and disharmony, however, unless the Elements of Harmony themselves would act in the stead of Kami.

Tirek can absorb energy and absorbing energy makes him more "perfect" like Cell. In both of their original forms, they each had to rely more on their wits and focus on weaker targets to gain more power. Also one of the first major battles Imperfect Cell had was with Piccolo and Tirek did have a minor confrontation with Discord.

 

Android 16 is somewhat like a "brother" to Cell since they have the same creator and just as 16 originally had malicious intentions but saw beauty in life and forgo his desire to kill Goku, so did Scorpan see beauty in the ponies' way of life and relinquish his joint conquest of Equestria.

 

This is just my opinion, so any criticism is welcome.

 

And to answer your question, I think people make this type of fanart because they are fans of both shows and they may see parallels in story elements, messages, characters, etc.
