Title says it all. For me, it would be Adachi from Persona 4/Persona Arena. Sure, he's caused some people to die, but he's just so badass. "You want to play the hero? Do it with your friends!"

 

Also, love his title in Persona Arena. The Egocentric Police Dick xD

Sephiroth, Sosuke Aizen, Broly, Mozenrath and Maleficent are the only ones that come to mind.

EDIT: Oh I better add Darth Vader and Count Dooku to that list.

Does Frank Underwood count as a villain? If so, he is definitely on my list, otherwise I would also go with the agents from the first Matrix movie and I actually found Fisk from the new Daredevil pretty badass when he wanted to be (it looks like I prefer my villains to be sophisticated)

Gouki

Lucy Diclonius (I know she turns good but she's an antagonist throughout a good chunk of Elfen Lied)

Most of the chaos path demons from SMT

Fawful

Bowser (although I think him playing tennis and mini games and driving go karts with his enemies contributes to me not taking him seriously as a villain, and more as someone who just wants companionship, which would explain why he kidnaps princesses so much)

White Len (she's more neutral I think, but leans more towards evil til Len accepts her back)

Skeletor - Do I really need to say where he's from?

Marik - Yu-Gi-Oh

Dolph - Suikoden V

Gizel Godwin - Suikoden V (he wasn't technically evil, although he was still the main villain, and he really got me to think of good and evil)

Maleficent - Everyone should know where she's from by now

Melfice - Grandia 2 (while possessed by the horn of Valmar)

Yuber - Suikoden 3 (I think)

Prince Diamond - Sailor Moon (I know he was really just lied to by the Doom Phantom, but still wanted to include him)

Genjuro - Samurai Shodown 2 (he wasn't really an antagonist, but had the personality of a villain)

Kojiro - Brave Fencer Musashi

The Crooked Man from The Wolf Among Us. I think he is one of the best antagonists ever. By the end of the game, I was actually on HIS side.

 

The Joker is another one, specifically the Joker from the Arkham games.

 

Magneto. Not only is he awesome, but he actually is relatable to his reason why he does what he does. He just does it the wrong way.

Oh yeah forgot about GLaDOs man is she a fantastic villain.

Yeah, I could imagine her and Crooked Man having an argument, it would be something.

The Crooked Man from The Wolf Among Us. I think he is one of the best antagonists ever. By the end of the game, I was actually on HIS side.
