And I'm sure he doesn't mean to go overboard at times, I think the reason is because it's one of the best ways he can use his powers.

 Tempest Shadow & Grubber have been traveling all over Equestria telling anypony who will listen about the Magic of Friendship. 

 

As for Capper, we have not heard from him in a long time & are not sure where he is.
