What is a dock?

It is what most horses here on earth have, it is the base of their tail that extends past their spine. Hair grows out from the dock, but pretty much this is what a shaved tail would look like.

Do you think that the Ponies of Equestria actually have this?

I don't see why not, but i think it is a weird thought.

Judging by how soft those tails look like, problably not. Anyway, it's Equestria, so the infamous magic could explain everything.

Horse tails are pretty soft if you actually keep them groomed.

The art style is one that doesn't give any hint or suggestion of a dock simply because, in my opinion, it's an unnecessary trait as it doesn't add anything to a stroy-driven show 

However, I 100% believe that they do! In fact, for example, since Pinkie Pie and Applejack seem to have prehensile abilities with their tails (they do so most, it seems) I have to assume yes

I don't think so, actually - there's probably been other instances afterwards as well, but I remember Pinkie playing "pin the tail on the pony" with her own tail back in Ticket Master, and her rump is just straight-up round.

Yeah, here's the part of the song that confirms it...

So yes, I'm sure they do have docks, they're just not shown for the purpose of ease in art style. It's similar to how human characters are often drawn with three or four fingers instead of five. Don't forget that this is also a show where the characters are regularly naked...

...and we had a moment that confirmed that despite their genitalia being invisible, it is indeed still there.

I just looked at the back of Zecora.

And literally, her tail is just a dock with a small amount of hair at the end.

Ohhh no, if you scroll up, they are there.

I have two pieces of evidence, both show actual docks.

Snips and Snails had some of their hair removed, including their tails, and they had docks.

And zecora's tail is pretty much just a dock

I think docks do exist, supported by the fact it is mentioned in 'Art of the Dress' and some additional evidence like Zecora's tail and Snips and Snail's shaved tails, I'm going to say they do have docks, It's just one of the parts of a equine's body not included into the pony designs because two things; ponies are drawn to be cute and appealing, and the second....well, you'll get the picture.
