All of the above! Although, this vector particularly was made using another piece of artwork

I can see the trouble since she's always wearing that suit. But that's where the fun of fan art comes in; you can do what you want with it!

 

Maybe putting a simple ball of flames would be fine, or have it done in a circular fashion like her hair. Or, if you want to be funny, why not Mario's Fire Flower?
