Do objects within the field need to fit a size requirement?

Does the device require constant operation from a user to fire?

Can the device create multiple fields, or is it just limited to one at a time?

Cooldown rate?

Ammunition or power source?

So that's why all my stress from my busy uni schedule just seemed to disappear... Nice! Now, this isn't going to make me start forgetting to get these things done, is it? Because if it does... I'm too happy to think about the consequences. That's a future-me problem.

It can only stop godmodding or horsecrap, it can't stop legitimate attacks. Besides that, it can stop any type of horsecrap. It can nullify horsecrap retroactively, so time travel isn't effective, and it extends into most other dimensions, so dimentional shenanigans won't defeat it either.

No, but if too much horsecrap is introduced into the field, it can be overloaded. It would take some major horsecrap to do that, though. 

 

It runs on magical energy. It will eventually run out of power after extended periods of horsecrap nullification, but it can easily be recharged.

Nah, I think he's trying to label the device itself as horsecrap, thus getting it to destroy itself. A futile effort, since I saw such a thing coming, and thus prepared for it.

They were originally scattered across the universe, inactive until they were needed.

When they receive orders, they come out of their inactive state and do their job.

Once their job is completed, they return to their original positions and wait until they are needed again.

Why would I care if the Programs were involved?

The Programs will certainly kill you, and the King is safe where he is.

Even if the Programs could find him, it would be much harder to actually reach him.

The programs will certainly kill me. They will also kill all of my people, and all of the Equestrians, now that you've handed them another way to find the king on a sliver platter. Are you really willing to sacrifice so much for so little?
