I think this was meant to be disturbing on purpose. It's the only explanation, who would look at this and say "Yeah, this is fine for kids."

 

 I love it either way. Disturbing commercials are awesome.

Actually, they didn't. It's considered a viral video, so now everyone wants to go to the ice cream shop because the commercial was so weird yet made them curious. It just goes to show that anything can become viral. Like a cat 'playing' the piano, or a song about Dumb Ways to Die or a creepy thing about talking puppets and why you shouldn't be creative.
