Definitely Rainbow Dash and Pinkie since they have already broken a few within the series.

 

Rainbow Dash during "Read It and Weep" by breaking into the hospital to steal a book, "Trade Ya" with slave trading, not to mention her character flaws of being impulsive with a short temper.

 

Pinkie Pie due to stalking/harassment in "A Friend in Deed", vaguely threatening a foal in "Trade Ya", child endangerment in "One Bad Apple" while neglecting to steer her float, as well as having a questionable mental state in "Party of One", no regard for personal space on multiple occasions, and and a complete lack of empathy in "Super Speedy Cider Squeezy 6000", "Filli Vanilli", "Trade Ya", "A Friend in Deed" seem to make her just as likely as Rainbow Dash to break the law.

Being crazy, having no sense of personal space, and lack of empathy are not against the law...

But I still think Rainbow Dash's little episode beats that.

Breaking into private property AND theft, and evading police, and just so she could read a book.

Fluttershy so she could heal a suffering animal.

No and neither are being reckless, impulsive or short-tempered, but they are personality traits that can easily lead to unlawful behavior (a great deal of crimes are committed on impulse) which is why in my opinion Dash is tied for the most likely candidate given her personality flaws in addition to the fact that she has broken the law in the past.

 

A lack of empathy means not caring for the damage one's actions may cause, lacking any sense of personal space could potentially be viewed as stalking by those who don't wish to interact with said individual, and while insanity itself is not against the law-the subsequent actions of the individual who suffers from it may perform illegal actions as a result. 

 

So while Pinkie may not do it with actual malice, the evidence in past episodes (particularly this Season) has lead me to conclude that breaking the law would be entirely possible for her character.

How did she break the law in "Trade Ya"? Twilight herself was fine with it and saw it as a fair trade until RD made her plea, not because of slavery.

What's the big idea with all that "slavery" thing recently?

I don't see it as slavery if one willfully agrees for something. And Fluttershy did agree willfully. She could always say "no". But she said "yes" instead, to make her best friend happy. Self-sacrifice - yes. Slavery - I don't think so. Also, Rainbow Dash waited for her response before closing the deal.

 

Same goes with Twilight supposedly "approving slavery": She said already that she "has her hoofs tied". Even as a Princess, she cannot make exceptional breaches in the Equestrian law just for her friends. (She also said she's sorry from that matter.) Although law is, of course, just a social agreement amongst members of the society, not something sent down by Gods (which seems to be forgotten long ago), bending this agreement to one's needs lowers the trust of the society in the law and leads to more law violations, which is not good. It's better to at least try to find some solution in the boundaries of law before trying to bend it, and Twilight did it royally  ;) (BTW I very loved this scene, since it shows how wise Twilight is becoming as a Princess.)

 

Rarity foe tax evasion. I mean she goes out and finds hundreds of gems and doesn't pay taxes I mean WTF

 

Maybe the rulers of Equestria are not so greedy to introduce taxes at all?

Refresh your memory about how United States of America has been established and what the Declaration of Independence was designed for: American colonies declared independence from the British Crown to avoid paying taxes and debts to the Crown. After that, for a long time, there were no taxes in America. Taxes are not something "default" for the State.

 

It isn't Rarity Breaking the law would be uncouth.

 

What about the hotel curtains in Manehattan she "borrowed" to make her winning outfits? ;)

 

As to the main subject, I'd opt for Rarity, regarding the other (opposite) side of her character: greed.

Rainbow Dash is chaotic good, but she's at least loyal ;) Rarity, on the other hoof, has had several greed rushes already, and she doesn't seem to be much respectful to someone else's property. See Sweetie Belle's diary, Red Dragon's treasures, or the aforementioned curtains. Damn, she even plundered several wagons of gems out of Diamond Dogs' mines ;) She's like a pony version of Arsène Lupin ;)

Stereotypes say Rainbow Dash because she's the most "rebellious" of the lot, but my personal inklings think that Twilight Sparkle would break some law or another the way she tends to use her magic.

Rainbow Dash has already committed "petty theft" in Twilight's words, so she seems the most likely. While I don't think she'd do much worse things than that deliberately, I could easily see her getting busted for reckless endangerment.

 

Pinkie Pie, likewise, is liability issues waiting to happen, so same charge of reckless endangerment for her, too.

 

Fluttershy did commit Grand Theft Phoenix, but only out of concern for the bird's well being. I cannot see her committing a crime out of malice.

 

The others are too much on the straight and narrow to do anything criminal. Okay, Twilight was willing to break into the Royal Library in Canterlot, but it's kind of hard to go by that when a guard caught her, recognized her, and let her in.

Well first off, if they killed a small child, NO ONE WOULD CARE! They have saved the world from certain chaos, what, from discord, chrysilis and whatever shit comes by? They are fucking heros and nothing could change that and it'd be dumb to break up the elements of harmony, oh wait, they gave those up.
