That's one of the main reasons my headcannon agrees with the general fannon that she's a high fashion model/celebrity. Historically the ruler of a land has an outsized influence on what is 'fashionable', especially in feudal societies, so with Celestia being effectively immortal her appearance likely dictates what the general pony population views as pretty and attractive.
