Who Is Doctor Whooves?

I was wondering if there was any near-universally accepted headcanon/fanon for Doctor Whooves? Like, is he actually an Equestrian pony, or is he actually a Gallopfreyan-like alien? Does he actually time travel? Does he possess regeneration abilities? What time period is he from?

 

Sorry for the barrage of questions. I am trying to come up with a story for this guy, Derpy, and the Cutie Mark Crusaders.

As far as I know he's just a background pony.

He's a background pony easter egg based on the 10th Doctor. This is painfully obvious through the hair style and colour of the pony's "coat" of fur, which is the same colour as the 10th Doctor's trench coat, as well as the cutie mark. 
 
But wait, there's more. Look at this picture:
 

 
Here is a screenshot of an episode. Here you can clearly see the 10th doctor, wearing the same silly glasses that he wore when he last saw rose. The pony to the right has a rose cutie mark proving this point more.

 

TL;DR Doctor Whooves is a background pony easter egg based on the 10th doctor from the TV show Doctor Who.
