searching Superhero RP Reboot

A couple months back I was part of a Superhero RP, but unfortunately it ultimately fizzled out and the person running it seems to have lost interest in the topic, so I decided I'd start it back up again!

 

Anyway, let's get on with the show!

First and formost, this is a primarily human RP, so if your character isn't human prepare to humanize them in some way. 

 

Second, some basic rules:
1. All characters get posted here for approval before they are added to the RP.

2. Your characters' secret identities are secret for a reason. If your character has a civilian form, have them use it sometimes.

3. No having your character defeat another player's character without giving them a chance to fight back, and no acting as someone's character for them.

4. Keep your characters relatively balanced, no gods or anything like that.

 

Now that we've gotten all the boring stuff out of the way, here's the prompt:
Tollopolis is a thriving metropolis, but it had a serious crime problem, until superheroes began to appear. Almost overnight, traditional crime dropped precipitously. Petty criminals simply couldn't compete with people who didn't have the same limits as they did. However, once heroes began to appear so did villains. Unfortunately for the citizens of Tollopolis, this arms race has just taken a turn for the worse. A recent rash of high-profile assasinations has been occurring, and no one knows anything about the killer aside from the fact that they can get in and out of a crime scene without a trace.

 

Any kind of character is allowed, whether heroes, villains, or anti-heroes. Feel free to apply if you wish to join!

I think my OC Hooligan would make a great villain role.

It is a unicorn OC but the following information should humanize him:

• Appearance: Hooligan still wears the mask that only has a mouth. Hooligan doesn't wear a shirt, he wears pruple overalls, purple fingerless gloves and purple boots.
• Hooligan has the build (height and weight) of and average man.
• Hooligan has no magic but he does still have the ability to teleport. (to stop teleporting being too OP Hooligan gets tired after too many teleports in a row.)
• Hooligans background and personality stay the same.

If there is anything else that needs to be changed to humanize Hooligan please yet me know what it is.

Well then, i guess i'll join up with this new guy he would be a villian... And yes, i do realize his abilities are very overpowered but he has next to none offensive capabilities exception of his Blood Regeneration and any weapons he may find, therefore it is rather justified. You know, hes kind of a tank... Well not really kind of, hes more like an absolute shield at times.

EDIT: I noticed you are short on heroes. I could have Rail go against the other villains, and I could have Gatasubal work for the police instead, if it would help balance things.

Name: Blitz Ryu

Gender: Male

Role:Hero

Appearance: Normally wears a black overcoat with a red undershirt and has a scar over his left eye. His left arm is covered in scales.

Ability: Can turn into a dragon (15 feet in lenth with a 20 foot wingspan) and gains electrokinesis in this form. As a result, he gains a immunity to electricity.

Personality:Normally reserved and doesn't take kindly to those who intend to hurt those he cares about.

That would probably be a good idea, though if you want to run some of them as antiheroes instead that would be good too.

Well he has two powers. Blood regeneration which decreases likelyhood he would ever bleedout and increases his defense by crystalizing his blood. Turning them into a crystal forming any organ, bodypart or other thing. This can only happen if hes struck in his flesh but it self-regenerates and he can form it however he wants to. It also can penetrate metal easily but has a hard time with other substances, for example... It would be able to pierce through a tank with ease while it would not be able to penetrate human skin at all or not as much.

 

For his second ability which is Devil's eye he can block any attack (if its activated) that would harm him. The barrier is about 30cm outside of his body and any attack that are within those borders cannot be countered. Meaning a gun that scatters bullets after is destruction would get through and harm him, a team effort from two sides at the speed of light... wouldn't. His ability can counter anything that he can percieve for a split second. Even if it would be able to hit him at that speed within a certain time but this means he cannot block something faster than light, he also can block anything that is smaller than an atom because he could be able to see it but then he would need an equipment. This is also balanced as it blocks them... Or rather i should say completly destroys the attack. For a melee attack that hits the barrier it only bounces it off, for a human hitting it is the same. Same with bullets, but with ranged super power attacks? They vanish and gets stored inside of him for his ultimate ability which is his greatest attack (i think i forgot last night about it... Might have) which unleashes all that stored energy in an attack. THIS however wounds him and his target but the target can dodge, he cannot. Meaning? He would need to enter a crystalized form of function where in his devil's eye ability would not work. It also doesn't work once both his eyes are crystalized.

Yeah, that's a little overpowered honestly. If it wasn't EVERYTHING he can perceive I think you would maybe be able to swing it, but that's pretty overpowered.

 

How about this instead:

Blood crystallization: Works mainly the same, but while it makes his blood harder to bleed it also makes him more brittle, making strikes against him take more force to do something, but doing lasting damage if they do manage to do damage in that form.

 

Devil's eye: Works on a concept of energy storage. If he can see an attack (eye implies sight after all), he can choose to absorb its energy rather than taking the hit as damage. This energy storage can occur to a certain point, at which time he must release it all somehow or his body will rip itself apart.
