Do you think Celestia had rights to transform Twilight?

Celestia didn't just zap Twilight into an alicorn, Twi's ascension was the visible shorthand of the completion of her first story arc. All Celestia did was give Twilight Starswirl's book containing the spell that would cause one to become an alicorn, Twilight herself did the rest. Celestia was there essentially to congratulate her on her graduation.

 

Did she have "the right?" I don't know, do you have the right to give someone a good book to read that you know they'll get a lot of useful mileage out of?

I'm pretty sure that Celestia did not change Twilight into an alicorn. Her horn isn't glowing, the magic clearly comes from inside Twilight and is coloured purple... very much the same way the spell she uses in Hooffields and McColts to magically enhance her voice.
