It's a picture from Inception; that's the main character, and he's looking at his 'totem' (an item which is used to verify if you are dreaming or if it's reality. In a dream, the top never topples.)

Playing on the joke of Inceptions famous 'dream within a dream' sequence, its memetic humor comes from a comedic line of logic similar to that of "yo dawg, I herd u like X, so I put X in an X etc".

I can't get over Woona. I have my own voice for her, which makes it even cuter. It's sort of like a little squeaky Fluttershy voice. Just not as... you know, "shy".
