She's just a late bloomer. As are all the CMC. Everyone else in their school has their cutie mark, but they have yet to discover their special talent. I think that's why she hasn't used it yet.

Scootaloo seems to use her wings to stay in the air longer on her scooter. When she's in the air, I think there are signs of her using her wings.

 

For Applebloom, we already know that she is good with painting, designing and so on, which we, or at least I, found out when she renovated the clubhouse. Earth ponies have many talents, even if the Apple family is based on the earth.

 

Then there is Sweetie Belle, and she is a good singer. I seem to recall her using her horn here and there, maybe when she made breakfast or she tried making Rarity happy in Sisterhooves Social, but I'm not that sure.

his clip is what makes me believe that Scootaloo can't fly, go to 4:30.

What i get from this clip is that she's able to USE her wings, they're however not strong enough to lift her up. Meaning that perhaps Scootaloo is not crippled, but she/her wings hasn't matured just yet.

 

Like I said, I think she has the ability to hover as well. Maybe she needs more training or her wings aren't mature enough. But in the episode where the CMC find out about the Mane 6's cutie marks, young RD looks about the same size as Scootaloo and she could fly perfectly. I think that maybe Scootaloo's special thing is flying in short bursts of speed or just using her wings as speed boosts.

Ok, so everypony is aware that as of yet Scootaloo is completely incapable of flight, being shown as not flying in situations when it would be incredibly helpful to fly. I have been wondering as well though, is Sweetie Bell unable to use magic? There are many instances where she doesn't use magic where it would be helpful and seems incapable to at all.

In my opinion Sweetie Belle is completely capable of using magic but because she's a young filly she doesn't know enough to make it useful. Just like Scootaloo can barley fly Sweetie Belle would look like a fool using her magic. I bet all she can do is lift a tea cup or a few rocks with her magic if she wanted but that's about it.

 

You also have to realize the family Sweetie Belle comes from doesn't study magic as profoundly as let's say Twilght Sparkle's family. Look at Sweetie Belle's family. Rarity is a fashion designer and Sweetie Belle's parents look nothing like magic users. 

 

When Sweetie Belle grows up her magic will improve but it will still be simple in a way. She will most likely take a career path like her sister's that doesn't involve a need for respectable magic.

 Hey rarities designs are so awesome its like magic. and no one could come close to that without using magic.

but i digress, like stated above she hasnt really trained her magic. if she does i think she would only be able to lift things. Although now that i think of it didnt she use magic in a CMC episode?

I don't think you understand what I mean. Yes Rarity's designs are awesome but she doesn't need to be a high level magic user to do her work. All she needs is a bit of simple magic to lift things like her outfits and tools to make them. You don't need advance magic to make outfits.

 

Rarity's skill in fashion did not come to be because of magic. She trained herself in fashion to do what she does not magic. But enough of this, we're getting off topic.

I would think that a filly's magic ability is quite limited and still in the early stages of formation, maybe not even developed enough to do... well, anything worth noting, really. It may just be normal for ponies her age, and it will come out and become stronger as she gets older.

She's just young and hasn't had any formal magic training. I doubt she has any sort of disability like Scootaloo. Plus, we don't really have any other reference points of fillies her age or younger (excluding Twilight in Cutie Mark Chronicles, which was a special occasion) doing any sort of magic. As far as we know, it's perfectly normal for unicorns to not be able to perform much magic at this age.

Well since, Rainbow Dash will teach Scootaloo under her wing in the ways of flying. Sweetie Belle just needs someone to teach her more about magic even though, she is a unicorn filly she still has enough time ahead of her to learn more about magic, we will see her be more experienced in magic maybe now as a filly when she gets a cutie mark or later down the road.

Maybe it has to do with location. I believe that a pegasus can fly better in Cloudsdale and a unicorn can use magic in Canterlot because Cloudsdale is an area where flying happens everyday and Canterlot is an area that has a higher users of magic where they also use it almost everyday. Now Ponyville is the middle town. Where magic and flying aren't used for everyday task. So the skills are more developed in those areas because they use it more.

 

As for her magic maybe her magic will turn on once she gets her cutie mark.

Well seeing as A) Rarity already is Sweetie Bell's sister, and Sweetie bell doesn't seem as invested in magic as Twilight, that isn't likely ;P Rarity helps Sweetie Bell whenever possible, plus she isn't really looking to be taken under a horn like Scootaloo was.

Ok, so we all know that Scootaloo can't fly, the whole bronydom is aware of that and they're going to use it as part of the plot in season 4.

 

But what about Sweetie Belle's magic!?

 

She's never actually done it at all in the show and the closest thing we ever got to magic with Sweetie Belle was in One Bad Apple when her horn sparked a little.

 

Yet, pretty much no-one has taken notice of this lack of magic for Sweetie except me.

To be fair, I haven't seen many other filly/colt Unicorns use magic either. I'm sure as Sweetie Belle gets older, she'll get better at her magic.

 

Maybe because she doesn't have her cutie mark yet, she doesn't have the magic that goes with the talent yet.
