The Changeling hive was explored in one of the official comics, for what it's worth. In it, at least some if not all of the non-Chrysalis changelings were fully sapient. Of course, there's no confirmation that the official comics are canon to the show, so take that as you will.

That comic is already confirmed as non-canon. You will never see anything that happened in that comic referred in the show :V
