You are right.  I was flipping through the tv channels and I came across this cartoon (that I don't know the name of) and two min. later I started getting a headache because the characters just laugh loudly at the most unfunny things.

 

In my opinion, the cartoons from the 90s and very early 2000s were the best.

I think they did for a while, but since 2010 or so they've been getting better again. I won't say it's all the way back to where we were in the 80s-early 00s, but it's getting there.

It's not so much that they're getting worse as it is we are not the audience they're trying to appeal to anymore. The kids they were appealing to in the nineties have for the most part grown up, so they're appealing to the younger generation now.
