Photo Finish is probably from Canterlot. That's where a lot of ponies are from that have foreign sounding accents. 

 

She isn't the only with a foreign accent though. I'm pretty sure Hoity Toity, Fancy Pants, and a few others from Canterlot have different accents. I always imagined Canterlot as the "Europe" equivalent of our world.

Equestria could easily have a German like place.

 

I mean, there's a freaking Tenochtitlan (Aztec place) in Equestria. So yeah, I wouldn't be surprised if there were a German place in Equestria.

I think it'd be cool to have an episode solely on Photo Finish and her back-story if they do show a Austrian/German place in Equestria.

   I have been to Germany and Austria before, so I believe her accent sounds like either an Austrian or Bavarian German accent, quite distinctive from the German accents from Switzerland, or Brandenburg, which typically sound suave and debonair.

I thought she had a sort-of Russian accent. It definitely sounds Russian to me.

Equestria is like the America of the Pony world so of course "Germaney" wouldn't be in Equestria.
