In the Character Database, located in the Roleplay World.

To add on to what Moony said, if you want to participate in Equestria Empire you'd need to upload your character to the Equestrian Empire Character Database. Please keep in mind the rules for that section of Roleplay World.
 
The character database Moony linked would be the one you would want to use for OCs and roleplays that are not a part of Equestrian Empire.
