Discord has fewer overt weaknesses, namely, his natural state isn't one trapped in another dimension that requires a willing (if duped) host to escape. He has a lot more freedom of movement, apart from being petrified by the Elements of Harmony. But most anyone or anything would be overcome by the Elements; if anything, Discord's greatest weakness is the same as Bill's: hubris.

 

Bill, on the other hand, is inherently more limited but has a higher power ceiling: had the weirdness bubble not encased him in Gravity Falls, he outright states he had designs to overtake the entire universe. That was a grandiose claim, but based on Bill's history, it seems within his power to accomplish that goal, had he been given the opportunity. Bill is also omniscient, so long as he's in his own dimension; that particular ability was circumscribed once he gained a physical form. Otherwise, he wouldn't have so easily lost track of Dipper.

 

Which of the two is more insane? Bill, easily. He's said and done as much. Discord is a trickster, but he can clearly form emotional attachments and recognize his own misbehavior. Bill is literally a cosmic chess player ("CARE FOR A GAME OF INTERDIMENSIONAL CHESS?") who views everyone else as a potential pawn. His values are completely warped.

 

If Discord is the kind of person who would TP and egg your house for laughs, Bill is the one who would steal your car, burn down your house, leave impaled animals on your lawn, and think it hilarious.

I would say Bill. His chaos is violent and everything he does is with purpose (which be the opposite of chaos--but the end justifies the means) 

 

Discord is muuuuuch more comic relief. 

And if they got into a match Bill would just repurpose the orifices in Discords face.

Thinking about it, Discord sure is a powerful creature. He could withstand alicorn magic to a certain extent and can basically do whatever he'd feel like doing. He could surely wipe out the pony race if he felt like it.

Bill is legendary. He's a demon that you summon, but you can rarely ever control him or stop him if he ever gets the idea to do something. He's veeery powerful and could easily wipe out humanity if he felt like that, too.

 

I'd probably say Discord would win, actually. Bill has to some extent limits, while Discord is free to do whatever without the elements of harmony to stop him. Bill needs approval of entering the mind or being summoned for him to even be able to come out, while Discord is a free spirit with his powers. If you think about it: Discord is a mythical monster, while Bill is a summoned demon. Who sounds more powerful? Probably the mythical monster, at least to me. 

 

I'm saying this with the thought in mind: If both of them were to be equally evil and angry. I'm NOT basing this on personality, I'm basing it on powers. If Discord would be ready to fight Bill, he's most probably be able to win.

Bill. Even if it's not Weirdmageddon Bill, Bill could easily trick Discord with promises of being his friend into having him break Bill out. And how he would know Discord wanting friends is that Bill knows every damn thing.

 

Discord is only omnipotent, Bill is omniscient and when released omnipotent.

All though Discord is probably one of my favorite characters from MLP, and even cartoons, Bill Cipher trumps him in basically every way. It's really the fact that if Bill ended up in the real world against Discord, he could crush him with a ​single blow​, as he did with Time Baby (A god of time, who is supposedly unstoppable). And to top it off, if Bill was in the real world, he would be invincible to almost anything. To sum it up, Bill Cipher is a being that is more insane and chaotic than Discord.

Something about Bill just makes him more fun to watch than Discord, and I'm not sure what it is.

   While Discord is the spirit of chaos, Bill Cipher was a space demon, who was not afraid to use his powers to harm others. Discord was mostly a passive aggressive, mischievous spirit having fun at others expense, but Bill was psychotic, he pathological believed the galaxy was his to rule, and was a vastly larger threat than Discord, who was mostly in Equestria, regional compared to Bill. Discord is not the most powerful magical being, Tirek was, after all, he took Discord's power, and manipulated the spirit of chaos, it took deception to defeat Bill during Weirdmeggedon, and sacrifice, Grunkle Stan used his own mind to trap Bill, this was the one thing Discord could not do, invade someone's mind, and use their body to do nefarious things, like he did to Ford, and Dipper in Sock Opera. Moreover, Bill Cipher would not take a partner in evil, like Discord and Tirek, remember what he did to Preston Northwest, he rearranged his face, after Preston tried to make a deal with Bill, and began to turn others to stone, so when it come to being a more intimidating villain, Bill was more unpredictable, and dangerous, than Discord could have ever been.
