I think you are the one that's putting unnecessary weight in the Windigoes. They aren't meant to be the menace that hangs over the land to keep their social order in check. They're supposed to be the Titans, the Grinch, the Boogeyman, something that once held such power and terror but is laughed over because the ponies overcame that which gave them power. Unless the writers want to get edgy and have Equestria split back into the three tribes, there presence would not add anything, it would just be out of place and destroy what they were meant to symbolize.

 

In my classes, we were talking the difference between a closed society and an open society. Equestria is very much an open society, but even the fabled presence of the Windigoes would suggest a closed society and essentially mean the surface level acceptance is a flasehood.

There is 3 main views here.
 

1. Equestria is naturally peaceful and problems are dealt with as they happen (which is how the series handles it). Minor disputes are usually fixed easily or semi-easily. This is how I prefer and probably why a lot of people like the show.

 

2. This is negative possibly to the extreme. Equestria is an Empire with Celestia as the head political figure and everything else possible running a secret shadow government. This is where you get tyrant Celestia fanfics. This is very much like Marvel's X-Men series with.

 

It appears that Celestia rules over Equestia and has relationships with other nations but it also appears that if she runs into a nation she doesn't like or at least doesn't think the ruler is ruling it right she overthrows. Crystal Empire is an example of this. She didn't think King Sombra was running it right so she attacked him and overthrew him and he casted a spell to hid his kingdom and it finally wore off either intentionally or accidentally. If intentionally he probably thought Celestia would be dead or at least overthrown, herself. After the Crystal Empire reappeared Celestia quickly used the oppotunity to install Cadance as Queen before anyone else could lay claim to it. This is effect givess Crystal Empire a puppet government that Celestia can control. There may be other examples and probably future examples to come. With Twilight Sparkle being the whole Princess of Friendship and Celestia's prized student this gives Celestia easy oppotunity to quell different threats and possible rebellions and to also conqueror different kingdoms. Much like killing with kindness, the idea is conqueroring thru friendship! In Season 5 with Twilight's new castle she gets that new map. We don't know how it works but Celestia could be pulling the strings since she's thousands of years old and probably familiar with a lot of things. With that in mind Celestia could be manipulating the map to have Twilight Sparkle and friends unknowingly clear threats such as with Episodes 1 and 2 with the uniformity town thingie.

 

Equestia has the royal guard (which appears to be mostly Earth ponies) and also the Wonderbolts which seems to be the combined Air Force, Army, and National Guard and some Earth Ponies acting like police. We have not seen unicorns in any defensive fashion yet. This makes me believe they could be much like the Nazi Gestapo or possibly part of the Equestian Shadow Government. Under either possible scenario or both the unicorns would go in and try to overthrow different areas, governments, nations, etc etc and also watch, control, and manipulate the population of Equestia ans possible assassin threats before they become real problems. Luna could easily be part of the Shadow Government and Gestapo since she's Celestia's sister and can easily see anypony's thoughts and ideas via their dreams. There is probably no laws governing this power and as the ruling leaders what would anyone do to oppose such abuse of powers? Luna could have turn into Nightmare Moon because she didn't agree with Celestia's methods in ruling a kingdom thru such subversive tactics and methods. Also Luna had night shift in ruling but the series doesn't really ever seem to mention what she does during this time other then spy on ponies dreams. She might be preparing a coup for all we know.

 

In the two of the series main events, Queen Chystalys and then the events ending season 4 with the centaur guy (cant remember his name) they both defeated Celestia. This can be possible but doesn't seem likely considering Celestia is an alicorn and alicorns seems to be godlike. Celestia might and could easily fake being that weak which is highly possible either to humor herself or to give the illusion that her kingdom can actually do something to oppose her. If not then that means there are possibly more powerful godlike beings who could easily crush Celestia and Equestia. Dragons do not appear to be super rare because of the different episodes we have seen them in not including spike. Celestia probably brokered a Non Aggression Pact with them knowing they could cause lots of destruction.
 

Now Equestia has some technology but it seems to differ widely between places. Cloudsdale has a huge cloud production complex (which no longer functions thanks to Rainbow Dash, Pony Anarchist!). Lights seems to be mostly candles and sometimes magic powered. Flim Flam Brothers also made a machine but since they are business ponies they probably got a license/permit to be able to use advanced machinery. Like our world tho it probably has a nice section of hidden technology that this shadow government controls along with hidden magic. I think Rarity mentioned in one episode possibly to Sweetie Belle that most unicorns only gain powers or enough powers to fulfill the conditions of their cutie marks this is probably in addition to some very basic spells like Horn Light and Levithation/Telekinesis. Likewise levitation and such seems to be limited by wieght possible how much a unicorn could normally move or carry unless it's more like a coeffiect. So with this being said I think it would be safe to say really heavy objects are hard to move unless the unicorn has had higher training much like Twilight and a lot of spells are kept hidden from the public. Since Twilight is Celestia's student she gets access to a lot of this secret knowledge such as the Starswirl the Bearded library wing which is where the Time Spells are kept. Some of this secret technologhy could be magic ampilifers, magic nullifiers, magic shackles. magic drains to steal other unicorn's magic. Since Celestia has the Starswirl the Bearded's magic library wing so close she could have easily experimented with some of this time magic and set up a permanent magic portal to the future to get even more technology (this is where a lot of the future tech in comics seems to come from).

 

3. Because everypony is so trusting most guards and police if not all and possible even some of the politicians such as Mayor Pony is incompetent or doesn't know how to handle stuff which leads to Pinkie Pie/Cupcakes Fanfics which is probably NSFW. This also allows things like the Season 5 Episode 1 and 2 comformity plot or Queen Chystalis to be able to sneak in and let the Royal guard get overwhelmed so easily or even when Fluttershy is able to sneak Celestia's phoenix away.
