Was Fluttershy actually made to speak the least within all main characters in the first place?

Well we're made to believe that she became more confident at talking to other ponies over time. I also don't think her being shy has anything to do with how often she talks, since amongst ponies she knows. like her friends, she seems fine.

If the question is centered around her initial creators intent, yes she would have been written with less dialog than other main characters as a natural extension of her initial personality. She is quiet and more introverted than the others, including now. She's come a long way, but she only speaks when she feels she has something to say or add.

It was to give the illusion that she's a shy charecter, because cartoons struggle to write realistic shy charecters. That's just my opinion, I'm not criticising the show.

Well, Fluttershy began as a character who was very shy around other ponies. From the very first episode we learn that she suffers from pretty severe social anxiety. But, she has gradually broken out of her shell. Thus, by Season 7, she has become confident enough to chime in more often.

Well As a fluttershy fan, it's hard for fluttershy to speak up since the 1st season and she gets more courage and confidence to speak up at every season and episodes, but sometimes she speaks a little quietly and hard for her to speak up loud and clear.

In theory, given her name, I would expect her to have the least amount of dialogue. Then again, she has constantly defied expectations and has been very vocal especially in the later seasons.
