Actually that can easily be explained via our thoughts on genetics. Being an Earth Pony could be a dominate trait- something that we could even see in Big Mac's/Sugar Belle's kid being an Earth Pony.  Of course you can point to how Scootaloo is a pegasus even though her dad is an Earth Pony but again, using the cake twins, it could easily be a recessive Pegasus trait Scoot's dad carried that allowed her to be a pegasus. Also ponies may have multiple traits to determine what kind of pony they'll be if their parents are mixed like how some of our traits have multiple genes. This may also explain powers, limits and things like why Scoots can't fly but  folks like Bulk Biceps and Pound Cake could.

 

Genetics are very complicated irl and now adding a fanasy element would make things harder but there could be ways to explain it using what we know of irl.

You forgot Spike being ambassador! He too has been busy all the time! The episode seems to hint they don't see eachother alot.

That's a good point. And outside of Twilight, Spike has the most difficult job. Juggling with maintaining established peace and forging new ones takes a lot of work, and he has the rep and skills to handle it.

Our own genetics can lead to outcomes which on the surface are seemingly improbable such as two light-skinned parents having a dark skinned child. And there's all kinds of other stuff in play besides the genetic recombination including mutations, epigenetics, etc. It's even possible to be chimeric and have cells in the same body that have different DNA, which can potentially result in women giving birth to children that seemingly don't share their DNA.  

 I'm not sure that two earth ponies having offspring that aren't "earth ponies" is proof of anything. besides an argument that they really are the same species, or three very closely related ones.

Going on a real-life model, you might infer the presence of hormones or genes which either control or code for the development of wings, a horn, or neither. And from that you could branch out to ponies born with a horn and wings or ones which might technically be a different species but never fully developed the outward characteristics. Perhaps you could have pegasi that can stand on clouds but can't fly because the wings aren't functional or unicorns who have very limited magic because they basically don't have a horn.  With the right system it's not very hard to conceive of a situation where there are earth ponies with unicorn ancestry who might end up with unicorn offspring under the right circumstances. A lot depends on how you figure the differences work.

Something as ridiculously over-simplified as variants of a single gene which separate pegasi, unicorns, and earth ponies (or a distinct gene/set of genes that separates them) could produce odd combinations given Mendelian Inheritance. Pick your favorite pairing, and then what? And what if a pony who appears in most respect to be a earth unicorn actually harbors earth pony genetics that just aren't dominant/active/etc?

When will fans realise that genetics means next to nothing in FIM??? It's a kid's show with designers, not tangible DNA or programming to generate new characters!

I really hope that Luster Dawn isn't related to Starlight and Sunburst; I tire of ponies knowing other ponies and being in the 'right' crowd or family to get a leg-up (think Twilight). Plus, as other people pointed out, it wouldn't make sense to have her know next to nothing about Twilight and be reluctant about friendship considering Starlight's journey and connection to the Mane 6/School of Friendship job

I mean, people are allowed to share their opinions and theories, of course its a show for kids, nothing here we're taking things seriously. We make this stuff for fun and laughs. I just like to get people to ask questions and share comments about their interests, if that makes sense.
