Odie. The animals from Garfield don't talk to humans (except in 1 book), but they thought bubble to each other. Odie has 1 panel ever (as far as I know) where he "speaks."

Does Sans from Undertale count as a mute character? Technically he has no speaking voice in the game, just little beeps and boops when his text comes up on screen

Probably not cause he has in-game text. I’m honestly not sure if Undertale has any mute characters cause even Frisk is known to “talk” to characters during a fight.
