I love how Derpy is a fan made character. When Bronies first saw herr at Twilights welcome party they made a character for her then Lauren Faust put her in the series with those traits.

We use the term endearingly, of course!  There's plenty of example in language when an term can be endearing or insulting depending on the context and how the person takes it.  So .. as for how the pony in question would take it... well, that's all headcanon.

 

Besides, I asked my Derpy, she's cool with it.
