Actually, Inspector Chemley hinted that he would make sure Bill Hawks would receive his comeuppance later. 

Inspector Chemley: People can be so blinded by their own motivation that they lose sight of the damage they've done. Of course, criminals are not the only blind ones

Bill Hawks: What are you insinuating, Inspector?

Inspector Chemley: Oh, nothing. Just telling it like it is. If you'll excuse me, I have more work to do!
