So in the end credits of mlp movie, I noticed that Tempest (Fizzlepop Berrytwist lol) produced pink magic. Hoever, I did not notice if she had her horn back.

No, her horn stays broken. She can still use some magic even with her broken horn, to shoot explosive stuff and make fireworks apparently, but she can't control it very well.

but no... her horn does not get fixed, at least not in the movie. there may or may not be a way to fix horns though, so who knows.

It is pretty sad she doesnt get it back now that she is good. The part in Open Up Your Eyes where she shows her playing with her friens almost made me cry.

I'll toss a coin in the no pile, though I'm not as married to either view about whether she could or should get her horn restored as others. 

Disability means a lot of things. Since not every disability is permanent, either option can provide it's own unique uplifting message. The difference is that we tend to get way more of the, 'character is healed' bit than the other option. I'm just not prepared to be that guy that says restoring her horn is akin to thumbing a nose at disabled individuals.
