Does S1 EP 13 and S8 EP9 have similar problems and solutions?

Both AJ and RD are fighting to be the best (first place/teacher of the month), both are doing everything in their power to win (playing dirty during the race/trying to gain student approval anyway possible), and eventually the end, they were fighting the whole time when they should of been focusing on the task at hand (racing/teamwork). The one exception is that instead of last place, the students misinterpret it as a lesson on how to not work together and they might actually get teacher of the month (even though Twi saw what really happened) and personally, it makes them look like they didn't learn anything this time around.

Except the season one episode handled everything much better while the recent episode only made them look terrible in a cheap and lazy attempt to make the students look good in comparison

Both AJ and RD learned their lesson back in S1. Here, they learned nothing and didn’t apologize to Twilight or the students.

That's true

Both have similar concepts, but Fall Weather Friends was executed 1000× better. FWF was a story of two overly competitive characters trying to win a competition, sounds pretty harmless to me. No one was in danger and AJ and RD weren't shown as being incompetent bumbling idiots. More importantly, AJ and RD actually LEARN their lesson (hard concept to grasp, I know) and didn't get rewarded for stupid behaviour.

With NCC, well it pretty much did the complete opposite of all that, which is why it has been so negatively received.

I should have stated the similarities and differences between the episodes now that I think more about it.

It's a lesson which, based on prior interactions between the two, they didn't really need to learn, which is what makes it feel especially pointless.

These two episodes are structured somewhat similarly, but the context is somewhat different; in the season 1 episode, there is a pretty clear motivation for Applejack and Rainbow Dash to compete, whereas in the season 8 episode their competition is presented as just bad behaviour on their part. And the season 1 episode doesn't have a disingenuous sequence of the two forcing themselves to get along just so they look good to the students and Twilight.

Well in Fall Weather Friends they were suppose dto be competing, problem was that they focused on ensuring they beat the other by playing dirty rather than just winning the race. In Non-Compete Clause, they turn the field trip activities into a competition of sorts, and although they do find themselves in some dangerous situations, they differ from season one in that they weren't intentional. So although Applejack and Rainbow Dash haven't learned how to work as a team, they have grown above outright sabotage.

Good thing they didn't actually learn any lessons then. :P
