I think the decision to become a Princess was done by Princess Celestia and Princess Luna, and the tile of "Princess of Friendship" seemed to be given to Twilight when she was demanding a title in Season 4 Episode 1 for not being important.

Starlight wasn't even considered to become a Princess, and first of all, she does need wings (which are not handed out for free). So she would probably just stay Principal at the school.

There isn't a reason, as Twi's pupil, she couldn't be on the Alicorn path. but I think she is more about power than empathy, and Princess of Power is a toyline owned by someone other than Hasbro

Honestly, four princesses was enough in my eyes. One pair for the sun and moon and one pair for love and friendship, since what Cadance and Twilight ruled actually did go hand and hand like what Celestia and Luna ruled. Starlight Glimmer becoming a princess would've also conflicted with her character, since part of her character conflict was that she didn't even want to lead a village and had trouble being a counselor for a school.

No. If any other character deserved to become an alicorn, it's Fluttershy, but I wouldn't even want that.

I think an Element of Empathy would make more sense that her being a Princess of Empathy. It’s not like Starlight needs the wings anyways since she can pick herself up with her magic.

Nah.  If any other character deserved to become an alicorn princess, specifically the princess of empathy, that title should have gone to Sunset Shimmer.
